On September 16, the
Secretariat for External Relations, Department of International Affairs, launched the Second
Edition of the book Cátedra de las Américas:
Consolidando la democracia, featuring the speeches
of the 28 high-level individuals that spoke at the
Organization since the launch of the Lecture Series in
September 2004. The book launch featured
presentations by Secretary General Insulza, Irene
Klinger, Director of the Department of International
Affairs, and David Cunza, Representative from the Universidad de San Martin de Porres in Lima, Peru, co-sponsor of the Lecture Series.

The Lecture Series of the Americas was established
in September 2004, through Permanent Council
Resolution
870 (1446/04), in an effort by the OAS member states to enrich
the hemispheric debate on key issues on the inter-American agenda
by hosting monthly conferences where prominent intellectuals from
throughout the world share their experiences and expertise with
the public at-large. An expert panel convenes following each lecture
to discuss the speaker’s presentation.
The objective is to reach out to every possible
citizen interested in the Americas. The lectures, which are usually
held every third Tuesday of the month from 3:00 to 5:00pm (depending
on the availability of the speaker) are transmitted live via television,
radio and the Internet, in English, Spanish, French and Portuguese,
and subsequent on-line and class-room discussions on the conference
theme are encouraged by governments, academic institutions, and
civil society.
Using the twelve monthly lectures of the Lectures
Series of the Americas as a point of departure, the Department
of External Relations has developed another program with special
events, which are broadcast through the Voice of America every
Tuesday or Thursday between 3:00 and 4:00 pm. This comprehensive
program includes the live monthly lecture of the OAS Lecture Series,
followed by weekly pre-recorded roundtable sessions with members
of the diplomatic and academic communities who address the main
themes that emerge from the monthly lectures, as well as other
priority issues on the inter-American agenda.
In 2005, the Department of External Relations
boasted a host of highly respected and renowned speakers, including
President Jimmy Carter; Enrique Iglesias, former President of
the Inter-American Development Bank; Philippe Kirsch, President
of the International Criminal Court; John Taylor, former Under
Secretary of the US Treasury for International Affairs; Derek
Walcott, Nobel Literature Laureate; Alejandro Miró Quesada,
President of the Inter-American Press Association; José
Miguel Insulza, OAS Secretary General; President Felipe Gonzalez
of Spain; Sir George Alleyne, Director Emeritus of the Pan-American
Health Organization; and His Excellency Cheng Siwei, Vice President
of the National Congress of the People’s Republic of China,
the Economist Jeffrey Sachs, Former President Henrique Cardoso,
and Judge Baltasar Garzon.
Moreover, and particularly important, the Lecture
series affords the Department of External Relations the opportunity
to create stronger bonds linking the media in your country to
the work of the OAS. I would also very much appreciate it if you

inquire about their interest in transmitting the program either
live or at a subsequent time.
